The fine print sounds about the same across these ten until you actually try to cancel something on a Friday afternoon before a Monday pickup. Here's how it actually breaks down, platform by platform, after reading every cancellation page I could get to load in a browser:
- Pay Later / At-Counter Bookings (Expedia, CarRentals.com)
- Expedia and its sibling brand CarRentals.com let you cancel at any time before the pickup hour without penalty on "Pay Later" rates, since no card is charged upfront; their prepaid "Pay Now" rates are generally non-refundable (Source, Source).
- Rentalcars.com and Booking.com (shared parent company)
- Cancel 48+ hours before pickup and you get a full refund. Cancel later than that -- including showing up at the counter and walking away -- and the refund is what you paid minus 3 days' rental cost, so a booking of 3 days or less gets nothing back (Source, Source).
- Discover Cars
- Cancelling 48+ hours before pickup gets you Booking Credit toward a future booking, not cash in hand. Cancel later than that and you generally forfeit the rental, aside from any Full Coverage add-on cost (Source).
- Economy Bookings
- Same 48-hour cutoff, refunded as E-Wallet BookingCredit rather than cash. Cancel inside 48 hours, or book a rental for 2 days or less, and it's non-refundable outright (Source).

- Priceline
- Standard bookings depend on the rental company Priceline connects you to. Express Deals are a different animal -- the provider is disclosed only after you pay, and the sale is final with no possibility of cancellation (Source).
- Metasearch Redirection (Kayak, Skyscanner)
- Neither platform holds your reservation. Once you're redirected to the actual provider's site to finish booking, cancellation and refunds are entirely that provider's policy -- Kayak and Skyscanner both say as much in their own help pages (Source, Source).
Fee Structures and Transparency Definitions
Fees are where these platforms get a little cute. None of them lead with the full number, and after enough counter arguments over the years, here's what I've learned each term actually covers:
- Base Rate: The core cost of the vehicle rental excluding taxes and surcharges.
- Airport Surcharge: A fee the rental company passes on to recover what it pays the airport authority for the right to operate on airport property -- sometimes called a Concession Recovery Fee. The amount varies by airport and supplier rather than following one fixed percentage, whatever a "typical range" chart tells you (Source).
- Booking Fee: A service fee charged by the aggregator. Most major metasearch engines (Skyscanner, Kayak) claim $0 booking fees since they're compensated by the providers instead.
- Full Coverage / Protection: Optional insurance products sold by aggregators (e.g., Discover Cars' Full Coverage) that are independent of the rental company's own insurance, and are billed separately from the security deposit either way (Source).
- Young Driver Surcharge: Fees for drivers under age 25 (and sometimes over 70), typically paid at the counter and often not included in the aggregator's initial "prepaid" total (Source).
